ACT Multi-Hull Championship

Notice of Race
The organising authority is the Canberra Region Sailing Club
1. RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 The prescriptions and special regulations of Australian Sailing Inc will apply.
1.3 The class rules of competing classes will apply.
1.4 For calculation of a boats corrected time the Australian Sailing Catamaran Yardsticks will apply.
1.5 Racing rules will be changed as follows:
RRS AP – signals made ashore
RRS 26 – starting system
RRS A4 & A5 – starting time
RRS 44.1 – penalty turns
RRS 35, A4 & A5 – time limit
The changes will appear in full in the sailing instructions. The sailing instructions may change
other racing rules.
2 ELIGIBILITY AND ENTRY
2.1 The regatta is open to all Taipan catamarans.
2.2 All entrants shall be a member of a sailing club affiliated with Australian Sailing Inc and be financial members of the Taipan association of Australia.
2.3 Eligible boats may enter and pay online at:
https://www.taipan.asn.au/events up to 2400 hours 20th October 2023.
3 COVID-19
3.1 While the COVID-19 situation is in place, the Race Committee and all competitors must, while supporting
or participating in this series, maintain and enforce complete compliance with:
- all current and applicable COVID-19 related Government health directions and guidance,
- all applicable COVID-19 related AS guidance, and
- the YCRSC COVID-19 Risk Management Plan as extant at the time.
3.2. The onus is on individual competitors and the Race Committee to be aware of how the above guidance is to be applied to themselves and to their boats.
4 FEES
4.2 The regatta entry fee for all other skippers is $80.00
5 SCHEDULE
5.1 Registration:
Saturday 21st October 2023 from 1030 hrs to 1130 hrs.
5.2 Dates of racing First warning signal No. of races
Saturday 21st October 2023 1227 hrs up to 4 races back to back
Sunday 22nd October 2023 1057 hrs up to 3 races back to back
5.3 Five races are scheduled with up to three races per day.
5.4 On the last scheduled day of racing no warning signal will be made after 1430 hours.
6 MEASUREMENTS
Measurement is not required but each boat may be required to submit proof of holding a valid
measurement certificate.
7 SAILING INSTRUCTIONS
The sailing instructions will be available after 1030 hours on Saturday 21 st October 2023 at the Y
Canberra Region Sailing Club.
8 VENUE
Attachment A shows the location of the racing areas.
9 THE COURSES
The courses to be sailed are described in the Sailing Instructions. They will include a triangular
course and a figure of eight course.
10 PENALTY SYSTEM
Rules 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
11 SCORING
11.1 The Low Point scoring system of Appendix A will apply.
11.2 Two races are required to be completed to constitute a series.
11.3 (a) When fewer than five races have been completed, a boat’s series score will be the total of her
race scores.
(b) When five races have been completed, a boat’s series score will be the total of her race scores
excluding her worst score.
12 SUPPORT BOATS
Support boats shall be marked with: ‘YCRSC’ or ‘YACT’.
13 RADIO COMMUNICATION
Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall
not receive voice or data communication that is not available to all boats.
14 PRIZES
Prizes will be awarded at the discretion of the Race Committee.
15 DISCLAIMER OF LIABILITY
15.1 It is the competitor’s decision to enter the Championships or to start and continue in any race.
Competitors shall accept that their participation in the Championships is at their exclusive risk in
every respect. See Racing Rule 3. Decision to Race.
15.2 Competitors agree to waive, release and discharge forever the Y Canberra Region in relation to
any personal injury or death to themselves or otherwise resulting from, or arising out of,
participation in the Multi-Hull Championship (the “Waiver”)
15.3 Competitors acknowledge and agree that the Waiver shall extend to any personal injury or death
to themselves caused by:
a. the negligence, action or inaction of the Y Canberra Region, Yachting ACT or other users of,
or persons present at, the Facilities/Championship but excluding any reckless conduct of
the Y Canberra Region causing significant personal injury within the meaning of section
139A of the Competition and Consumer Act 2010 (cth);
b. their own negligence, action or inaction;
c. their failure to follow the advice or instructions from the Y Canberra Region concerning use
of the Facilities;
d. their failure to disclose to the Y Canberra Region any injuries, disabilities, illnesses, and
ailments, whether past or present, that may affect their ability to use the Facilities or the Y
Canberra Region’s ability to provide them with advice in relation to the same.
15.4 Competitors agree to defend, indemnify and hold harmless the Y Canberra Region from and
against any claim, cause of action, liability or judgment resulting from, or arising out of, or in
connection with participation in the Multi-hull Championship to which the waivers in Clauses
15.2, 15.3 apply.
15.5 The competitor is aware that personal accident insurance is not included in participation. In the
event of injury, accident or illness the competitor consents to receiving initial first aid treatment
and paying all costs associated with ambulance transportation (if required) and ongoing medical
treatment.
16 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum
cover of not less than AUD $5,000,000 per incident or the equivalent.
